Review of Polling Districts and Polling Places 2013

Under the Representation of the People Act 1983, local authorities are required to divide their area into polling districts, to designate polling places for those polling districts and to keep their electoral arrangements under review.

The Electoral Administration Act 2006 introduced a duty for all polling districts and polling places to be reviewed every four years. The Council’s first review was carried out in 2007 and a subsequent review was completed in December 2011.

The Electoral Registration and Administration Act 2013 amended this duty to require the next statutory review to take place in the period of 16 months from 1 October 2013.

Due to legislative changes and requirements introduced by the transition to Individual Electoral Registration, the register of Electors 2014 will be published on 17 February 2014. Any changes resulting from this review of Polling Districts and Places will take effect from the publication of that register.

A review is carried out to make sure that all electors have such reasonable facilities for voting as are practicable in the circumstances.  Although the review is of polling districts and polling places it is accepted that polling stations are inexorably linked to the review and comments are invited re those stations currently used and/or any suggested alternatives.

We must make sure that electors have reasonable facilities for voting and that polling places are as accessible as possible. When considering the designation of a polling place we must also consider:

  • The accessibility needs of disabled voters,
  • suitable parking arrangements,
  • facilities for the staff on duty,
  • and, where there is a choice of venues, the cost.

Any elector in the constituency, or within a parliamentary constituency which has any part in the authority, namely Copeland and Penrith and The Border, were invited to make a representation in relation to the size and boundaries of polling districts and the location and suitability of polling places and polling stations during the review.   

Elected Members and local political parties were consulted and the Council also welcomed comments from any person or body with expertise in access for persons with any type of disability. 

Terms used :

  • Polling District – The geographical sub division of a UK Parliamentary Constituency 
  • Polling Place – The geographical area in which the polling station is located
  • Polling Station – The actual area where the process of voting takes place

Results of the 2013 Review

The findings of the review are set out in the Council report for 15 January 2014, with all details of  representations made and the agreed actions shown in Appendix 1, and can be viewed below. These documents, together with associated correspondence may also be inspected at Allerdale House during normal office hours.
