Government Changes to Council Tax

The government has announced that, from April 2013, they will be abolishing the current Council Tax Benefit scheme.

Instead, councils will need to create and run a local Council Tax support scheme and the new scheme has to be in place by 1st April 2013.

Council Tax has previously been fully funded by the Government. However the Government has decided there will be less funding, under the new scheme, and we will have to work within a budget that has been reduced by between 10-15%.  It is likely that further savings will be required over the next few years as more residents may require help to pay their council tax.

The government has said that all current and future people of pension age, in receipt of Council Tax Benefit or local Council Tax Support, must be fully protected and will not be affected by these changes. Any reductions to benefit will therefore only affect people of working age.

These are challenging and difficult times for local government but here in Allerdale we are committed to ensuring that our residents have the opportunity to get involved and tell us what they think about the proposed changes. Therefore, we will consult with you from Monday, 3 September to Sunday, 30 September to get your views on what the proposed Local Council Tax Support Scheme will look like and what changes, if any, we should consider in trying to make some difficult future decisions.

Please note that we are proposing, at least for the first year of the local scheme in 2013/14, to retain the existing arrangements and ensure people of working age, currently in receipt of Council Tax Benefit, will continue to receive the same level of help as they currently receive.

The results from the consultation will be published on Allerdale's website and the final decision on the scheme will be made, by full council, no later than 31 January 2013: pending a Government decision on the implementation of these proposals due in Autumn 2012. The information on this consultation will be used to assist in making a decision on the local scheme for 2013/14 and help inform the future review of the scheme.

Please note: Due to government timescales, the Council's budget process and in reflecting the scale of the changes proposed, we feel it is reasonable to consult for a shorter period consisting of four weeks. This will still allow us to conduct a meaningful consultation with interested parties who will be able to give their view on the proposed scheme and influence the design of any future review.
