Allerdale Local Plan (Part 2): Site Allocations Preferred Options Consultation 2017 - 27 January 2017 - 24 March 2017

This consultation is now closed.  The planning policy team is currently considering the responses submitted in response to the consultation.

The Council is currently working on the Site Allocations Development Plan Document (DPD) or ‘Allerdale Local Plan (Part 2)’, in which sufficient areas of land within the Borough outside the National Park will be identified or ‘allocated’ for specific types of development and land uses such as housing, employment, and retail for the period up to 2029. Other sites will be safeguarded from development for purposes such as open space. This follows on from the Allerdale Local Plan (Part 1) adopted in July 2014 which sets out the Council’s strategic and planning policies for the use and development of land outside the Lake District National Park.

The process of preparing the Allerdale Local Plan (Part 2) has now reached the ‘Preferred Options’ consultation stage, in which the Council has identified the sites that they consider to be the most suitable sites to allocate for development purposes, or designate for alternative uses. These preferred sites are identified in the Preferred Options consultation document. Sites that the Council has discarded during the site assessment and selection process are identified in the discarded sites documents prepared for each locality within the district. Consultation - Brownfield Land Register - Part 1

The Council is currently consulting on the draft Part 1 of the Brownfield Land Register. Comments must be received by 4pm on Friday 10th November 2017.

The Allerdale Local Plan (Part 1) - Strategic and Development Management Policies

Allerdale Borough Council formally adopted the Allerdale Local Plan (Part 1) on 16 July 2014.

This follows receipt of the Inspector's Report concluding that the Local Plan is legally compliant and sound subject to the Inspector’s recommended modifications. These modifications are now included in the Local Plan.

The Local Plan (Part 1) now forms a key element of the development plan for the area of Allerdale outside the Lake District National Park, setting out the strategic and development management policies that will guide development up to 2029. It also includes alterations to the Proposal Map.  Allerdale Local Plan (Part 1) replaces most of the policies in the Allerdale Local Plan 1999. 

Policies from the Allerdale Local Plan 1999 and Local Plan First Alteration 2006 which have been 'saved' are listed in appendix 9 of the adopted Allerdale Local Plan (Part 1). Work has commenced on the Local Plan (Part 2) which will contain the site allocations that will deliver the strategy contained in the adopted local plan (Part 1)

The Allerdale Local Plan (Part 1) was submitted to the Secretary of State for Communities and Local Government on 23 October 2013 for independent examination, and the hearing sessions held from 28 January - 7 February 2014.  More information regarding the examination, including details of the hearing sessions and major and minor modifications can be found on the local plan examination page.

In accordance with the Town and Country Planning (Local Planning) (England) Regulations 2012, the Council is also publishing an Adoption Statement and a Sustainability Appraisal Post Adoption Statement.

Local Plan (Part 2) - Site Allocations       

The Site Allocations document forms Part 2 of the Allerdale Local Plan.  It will allocate sites for a range of different uses such as housing and  employment having regard to the settlement hierarchy, the future role of each settlement/tier and the level of housing and employment growth identified in Part 1 of the Allerdale Local Plan. It will also designate areas of open space and nature conservation for protection.

Following a ‘Call for Sites’ and consultation on a draft Site Assessment Methodology and draft Scoping Report in late 2013/ January 2014, the Council undertook a consultation on the Site Allocations Issues and Options Discussion Paper.

This document included the sites and land uses suggested to the Borough Council in the ‘Call for Sites’, and presented a range of issues and options for consideration by the local community and other stakeholders.  This 'Issues and Options' consultation ran through the summer concluding on Tuesday 30 September 2014. This consultation is now closed.

Additional Sites Submitted

A number of additional sites were put forward for development purposes in response to the Issues and Options consultation undertaken in 2014. 

The Council consulted on the 'Additional Sites Submitted' between 09 January 2015 and 27 February 2015.  This consultation is now closed.

The comments received in response to both consultations will help inform the preparation of the Council’s Site Allocations ‘Preferred Options’, the next stage in the process of producing the Site Allocations DPD. It is anticipated that the Council will be consulting on the Council's 'Preferred Options' in summer 2016.
