Strategic Housing Land Availability Assessment (SHLAA)
In accordance with Planning Policy Statement 3: Housing (PPS3),
the Council must be able to identify enough land suitable for
housing development to cover the entire plan period of the the
emerging Local Development Framework (LDF), starting from the
proposed adoption date.
We currently plan to have the LDF adopted by 2011, our SHLAA
will therefore cover the period of 2011-2026. The interim period
until that date will be covered by the five year supply identified
in Meeting the Five Year Housing Land
Supply.
The SHLAA will attempt to establish a realistic and
deliverable capacity for new housing within the main towns and
villages of the borough in order to inform choices regarding
housing location in both the Core
Strategy and the Site Allocations
documents. We anticipate that the document will be ready in the
Spring. It will be available for download below.
The SHLAA will be a joint venture between Copeland
and Allerdale Councils. Details regarding the Copeland SHLAA can be
found here.
Please note that the SHLAA is simply an assessment of
settlement capacity for housing. It does NOT allocate
land for development. If a site is included within the SHLAA this
does not guarantee that it will be carried forward into the
adopted development plan.
We are currently working on finalising the methodology we intend
to use to assess sites which came forward during the 'recent call
for sites' exercise. This will be agreed upon by a 'working group'
of organisations, external to the Council, who play a key role in
the delivery of housing development. The proposed methodology is
available for download below.
