Derwent Valley Regeneration SPD
Summer 2008 Stadium Consultation
Allerdale Borough Council has commissioned an
independent public opinion survey on the two proposed options for
the Derwent Valley regeneration scheme in Workington.
Option one proposes a leisure centre and
upgrading to existing football and rugby ground facilities. Option
two proposes a combined leisure centre and community sports
complex.
Both options were developed after consultation
with various groups and the results of the survey may develop the
proposals further and shape new opportunities. Any proposals taken
forward will be subject to planning permission.
Specialists in public opinion surveys, SMSR
Ltd, are undertaking the survey on Allerdale Borough Council’s
behalf. Approximately 2,500 households across Allerdale have been
selected through a stratified random sample and sent information
about the two proposals. The households will be contacted by SMSR
to take part in telephone interviews and will be given the
opportunity to provide their views on the two options.
Focus groups with the local football, rugby
and speedway clubs will also take place, as will focus groups with
users of Workington Leisure Centre and local residents.

public opinion survey was presented to Allerdale Borough

Original Consultation on Derwent Valley Proposals (January
2007)
The purpose of the SPD is to set out a clear framework of
objectives and masterplan options for the Lower Derwent Valley area
in terms of economic, cultural and environmental regeneration as
well as ensuring that any proposals/objectives are effectively
consulted upon and considered within the context of the wider area
and that the views of stake holders and other interested parties
are taken into consideration.
The proposed objectives of the SPD are:
- To make the Derwent Valley a centre of cultural and leisure
activity for Workington, including a sustainable home to the sports
clubs located here.
- To provide an opportunity for Workington to develop a sporting
centre of excellence.
- To make Derwent Valley a focus for investment with realistic
opportunities for new business development.
- To make Derwent Valley a more accessible destination, which is
easy to enjoy by foot, by bike, by public transport and by car and
to develop the area’s relationship with its surrounding
localities.
- To make Derwent Valley a place which people can really enjoy
and be proud of, with public spaces that are lively and well
used.
- To set the Derwent Valley projects in the context of the wider
picture of sports and recreation in the Workington area.
- To ensure that the area contributes to the social and economic
regeneration of West Cumbria.
- To ensure that future development is of the highest quality and
provides a distinctive character and sense of place.
- To provide an attractive and high profile gateway into the
town.
Consultation has now ended on the Derwent Valley Regeneration
SPD. Comments received during consultation will be used in
reviewing and updating the SPD, which will be out for formal,
and final, consultation later this year. The
draft SPD and its summary version are still available for
download below.
Government regulations now require that all
SPDs are accompanied by a Sustainability Appraisal which is used to
assess how far the SPD contributes to the principles of
sustainable development - social improvement, economic development
and environmental protection. The first part of the Sustainability
Appraisal process, the scoping report, was sent out for
consultation in September 2006. Consultation has now ended,
and the document has now be amended, according to
comments received, and an updated version is available below. The
initial full SA will be sent out for consultation along side the
draft SPD in 2007 and we will welcome any comments you might
have.
