Affordable Housing in Allerdale

What is Affordable Housing?

Affordable housing means housing available to rent or buy for less than market value.  There are different types of affordable housing available in Allerdale, use the links below to find out more:

The need for Affordable Housing

The 2016 Housing Study tells us how much affordable housing is needed in Allerdale over the next five years.

Increasing the Supply of Affordable Housing

Allerdale Borough Council influences the supply of affordable housing in Allerdale in a number of ways, for example by supporting bids for funding made to the Homes and Communities Agency by housing associations. The Council have made a commitment to local communities which include three innovative projects aimed at increasing the number of affordable homes in Allerdale:

  • the Empty Homes fund has been established to assist those wishing to purchase empty properties and re-develop them in to affordable homes
  • to work in partnership with Cumbria Rural Housing Trust to support and guide communities wishing to establish Community Land Trusts
  • to identify council owned land that could be released for affordable housing. The first scheme in this project was the sale of a disused building in Banks Court, Keswick which was re-developed by a housing association to provide four one-bedroom flats. 

Affordable Housing and Planning Policy

Most new housing developments are required to provide a percentage of affordable housing and this is determined by the Allerdale Local Plan - policy S8 Affordable Housing. As part of the planning permission, each developer providing affordable housing signs a Section 106 document which specifies the property type, size and tenure. Disposal of Social Housing

Occasionally, Registered Providers want to dispose of properties they own, usually due to financial reasons. In April 2015, the Homes and Communities Agency (HCA) introduced guidance on the general policy and principals that are to be applied in considering disposal applications. The guidance requires Registered Providers to carry out meaningful consultation with local authorities in their request for disposal of social housing accommodation, as well as ensuring they recognise the authorities strategic responsibility for housing.

The Council's Social Housing Disposal Policy implements a consistent approach to the way that social housing disposal requests are received and assessed by the Council. It aims to ensure that a good standard of affordable housing is accessible to those in housing need and that a reasonable level of social housing is maintained and not lost on the open market through requests for disposals.

The policy document can be found in the document section below and includes a disposal request form which must be completed by Registered Providers seeking to dispose of a property.

Strategic Housing Market Assessments

The six district councils in Cumbria worked with Cumbria County Council to produce Strategic Housing Market Assessments (SHMA). These bring together evidence on demographics, housing need and economic development to produce an assessment of housing need in Allerdale until 2029.
