Applying for outline planning permission

Applications for outline planning permission are intended to establish that the type of development that is proposed is acceptable in principle. For instance, the use of a piece of land for housing.

We require certain information to be submitted with outline planning applications:

  • Where layout is a reserved matter the application for outline planning permission shall state the approximate location of buildings, routes and open spaces included in the development proposed.

  • Where scale is a reserved matter the application for outline planning permission shall state the upper and lower limit for the height, width and length of each building included in the development proposed.

  • Where access is a reserved matter the application for outline planning permission shall state the area or areas where access points to the development proposed will be situated.

Once outline permission has been given, details of the proposed development to be approved need to be provided by a further application for approval of reserved matters.

In some cases, details may need to be submitted with outline planning permission application. This shows that the project is both feasible and acceptable, for example, to show proposed access.

When outline planning permission has been received, it lasts for 5 years, but additional details will need to be submitted within 3 years of the date of the outline permission. If not, outline planning permission will lapse.

Outline planning application cannot be submitted for a change of use or for development affecting a listed building or within a conservation area. In these instances, an application will need to be made for full planning permission accompanied by an application for listed building and/or conservation area consent.
