Conservation and the Historic Environment

The historic environment - historic buildings, areas and landscapes - provide valuable evidence of our social and economic history and contribute to the special character of the district.As such the protection and enhancement of the historic environment is not only an important role of the planning system, but a key priority for the Council. Formal protection of the historic environment is provided in a number of ways through formal designations such as Listed Buildings and historic areas as Conservation Areas. Other designations also include Scheduled Ancient Monuments and Historic Parks and Gardens.

Listed buildings

There are some 1500 buildings in Allerdale that are included on a list of buildings that are of special architectural or historic interest. These are more commonly known as 'listed buildings'. The lists are compiled by the Secretary of State for Culture Media and Sport. The main criteria for a building becoming listed are architectural interest, historic interest, close historical association and/or group value.

There are three different grades of listed building:

  • Grade 1:  buildings that are of exceptional interest.
  • Grade 2*: particularly important buildings of more than special interest,
  • Grade 2:  that are of special interest, warranting every effort to preserve them.

Alterations to listed buildings can require great skill and care. It may well be appropriate to seek the advice of an architect to help prepare your proposal and our conservation officer is able to give advice and guidance. Alterations and extensions that affect the character or appearance of a listed building require a grant of listed building consent prior to work being undertaken regardless of whether the work is internal or external. Conservation Areas

There are 19 Conservation Areas in Allerdale that have been designated on the basis of their special architectural or historic interest. Their combination of buildings, walls, trees, open spaces, views and the historic settlement patterns all combine to create unique characters that are considered worthy of preservation or enhancement.

Greater control is exercised over development within Conservation Areas. If you are planning to carry out works to trees within Conservation Areas then you must notify the Council six weeks in advance of the work being carried out. There are also extra controls over the demolition of structures within Conservation Areas and proposals for substantial or total demolition may require an application to be made to the Council for conservation Area consent. There are exceptions to this rule so it is advisable to check with a planning officer during the application process.

If your village or town is a conservation area, then please contact the planning department to check whether your property is located within it. The location of Conservation Areas is also shown on our mapping service. Just search using the postcode of the property in question.

Article 4 Properties

Within a number of Conservation Areas Allerdale Borough Council, as the local planning authority, has introduced Article 4 directions to individual properties. This is a special form of planning control that the Council has introduced to remove permitted development rights in order to prevent the loss of architectural features. External works and/or alterations that would normally not require planning permission (re-rendering, replacement door and windows, re-roofing) may require it if the property has an Article 4 direction.

There are Article 4 properties in the Workington, Maryport, Cockermouth, Wigton and Silloth Conservation Areas. If your property is located in a conservation area in any of these towns, you should also check with the planning department to see whether it also has an Article 4 direction. If your property has an Article 4 direction it is always advisable to check with the planning department before commencing any works and/or alterations to the property.
