The Council is the strategic housing authority in the borough. Therefore we have devised a housing strategy to meet the future housing needs of our residents. This came after we carried out a large study into what the local housing needs currently are which informed our housing strategy. The full strategy can be found in the documents section below.
Why devise a strategy?
There has never been a more important time for us to deal with housing issues in Allerdale. We have an ageing population and a strong economy, with high demand for housing, and rising rents and house prices.
Significant housing growth is required in and around the borough to provide sufficient homes for people to live in and for businesses and local services to continue to thrive.
At the same time, we need to meet the challenges of a shortfall of affordable housing and welfare changes to maintain existing communities, and ensure that they can link with and benefit from the advantages arising from housing growth.
The strategy includes a vision statement setting out the vision for housing in Allerdale and the actions we will take to achieve this. it also includes a summary of the challenges that Allerdale is facing in relation to housing.
There are three areas of housing delivery considered in the strategy, and each area has its own aims and priorities:
- Housing Need, Demand and Future Development
- Private Sector Housing
- Housing Options and Homeless Prevention
To ensure our housing strategies are effective we carry out various studies to gain understanding of the demand for housing and the availability of suitable homes for the people of Allerdale.

2016 Housing Study
The Allerdale Housing Study 2016 provides the latest available evidence to help to shape the future planning and housing policies of Allerdale. The study helped inform the preparation of the Housing Strategy and support the Local Plan. This research provides an up-to-date analysis of the social, economic, housing and demographic situation across the area.

Local authorities have an obligation under the Housing Act 2004 to keep housing conditions in their area under review for all tenures, including private sector housing. To meet this obligation, Allerdale Borough Council commissioned Opinion Research Services (ORS) to carry out a survey on a random sample of private sector housing within the borough. The data collected provided a significant evidence base to inform the Councils Housing Strategy.

The six district councils in Cumbria worked with Cumbria County Council to produce Strategic Housing Market Assessments (SHMA). These bring together evidence on demographics, housing need and economic development to produce an assessment of housing need in Allerdale until 2029.
