Towns Fund Project – Opportunities to be a part of something amazing. Hosted by Allerdale Borough Council and seconded to Copeland Borough Council.

The Towns Fund is a £3.6 billion funding scheme launched by the Government for towns to improve their economy. Copeland has secured nearly £70 million funding to turbo charge ambitious regeneration plans for Cleator Moor and Millom creating opportunities for residents and businesses alike, whilst protecting the town's unique heritage and character.

This work is being facilitated by Copeland Borough Council as Accountable Body, with strategic direction provided by the Cleator Moor and Millom Town Deal Boards. The Boards comprise a cross section of business, public and community representatives who are keen to see Cleator Moor and Millom grow and thrive. This is regeneration led by the community, for the community and the next steps in the project are influenced by you wanting to be part of this.

 

 

Programme Manager – Towns Fund

Hours: 37 per week

Salary: £41,591 - £42,614

A fantastic opportunity has arisen for a suitably experienced Programme Manager to join Copeland Borough Council on a Fixed Term Contract up to 30th September 2026 to provide support in the delivery of a number of projects in the Towns Fund Programme including maintaining project plans, budgets, documentation and information. As our Programme Manager, you will need to be good at managing and prioritising many tasks at any one time. You will have excellent interpersonal skills, which allow you to make and maintain positive working relationships with a wide variety of people including senior people in a wide variety of organisations and teams.

The successful candidate will be responsible for supporting the delivery of the Copeland Towns Fund programme across Cleator Moor and Millom, including co-ordination of capital build delivery and programme management, including reporting programme performance and risk.

Project Manager (Town Centre projects) – Towns Fund

Hours: 37 per week

Salary: £34,373 - £40,578

As the Project Manager you will be responsible for developing and delivering identified large-scale capital project(s) as part of the Copeland Towns Fund programme, which are complex and/or have a high level of risk attached. Your focus will be on two town centre projects delivering a community hub in Cleator Moor and an arts and enterprise centre in Millom, working with heritage buildings.

Working with colleagues across the county and district councils (and where appropriate key external partners) to project manage the identified Towns Fund capital project(s), ensuring the project continues in development through design and planning, updating the business case and overseeing procurement towards securing the capital construction team and project managing the delivery of the project(s).

Project Manager (Iron Line) – Towns Fund

Hours: 37 per week

Salary: £34,373 - £40,758

As the Project Manager you will be responsible for developing and delivering identified large-scale capital project(s) as part of the Copeland Towns Fund programme, which are complex and/or have a high level of risk attached. Your focus will be on developing and delivering the Iron Line – a new recreational attraction, in an environmentally sensitive coastal area in Millom.

Working with colleagues across the county and district councils (and where appropriate key external partners) to project manage the identified Towns Fund capital project(s), ensuring the project continues in development through design and planning, updating the business case and overseeing procurement towards securing the capital construction team and project managing the delivery of the project(s).
