Homeless, patients in mental hospitals, remand prisoners

A declaration of local connection can be made at any time throughout the year and will be valid for 12 months, but may be cancelled at any time by the person concerned.

Homeless people may register at the address of a place where they spend a substantial part of their time either during the day or at night (or at the address nearest to that place).

Patients in mental hospitals and remand prisoners may register at the institution where they are currently resident or at the address at which they would be living (or have previously lived). These institutions are not included in the annual canvass.

Electors registered by declaration of local connection under this category can only vote by post or by proxy.

A declaration of local connection must be received by the electoral registration officer within three months of the date of the declaration, otherwise it is invalid.

Do not forget to sign your application, which can be posted to us or handed in at one of our customer service centres. You cannot send the form to us electronically because we need a signature from you.

Don't worry though, your bins will be emptied as normal, and you'll still be able to speak to the same team about any enquiries to do with things like council tax, benefits, planning or any other service.
